Inbound ISDN Calls Rejected by Intel Dialogic Board with Cause Code 34 or 44

In some cases, the Dialogic ISDN firmware may respond to a SETUP message with cause code 34 (“No circuits available”) or cause code 44 (“Requested channel not available”) when there are lines still available.

Possible solutions:

1.  Set the bit in parameter 24 of the ISDN .PRM file to enable host controlled release.  This will cause the RELEASE (or RELEASE COMPLETE) message to be sent on the D channel only when the application calls xx_releasecall().  You will need to stop and restart the Dialogic services after making this change.

2.  Request that the central office change the hunt strategy for the T-1 inbound calls to “round robin” or “least recently used” or “most idle” instead of “first available”.  This will increase the idle time between calls on a given channel.

3.  Check that xx_dropcall() and xx_releasecall() are performed correctly by the application in all cases: when the application hangs up, when the caller hangs up, and when xx_makecall() fails due to glare.

4.  Verify that the channel really was ready to accept a call.  If a channel is reset or restarted (xx_resetlinedev() ), the default behavior for that channel would be to NOT accept a call until the application issues a xx_waitcall() API command on that channel.  If a call comes in on the D channel after the reset but before the waitcall, then that call would be rejected by the firmware.  

If in doubt, get a D-channel trace and determine which inbound call was rejected and when the previous call on that channel was released.
